Bob Frantz, from Ohio, wrote a lengthy piece about the Atlantic League’s attempts to speed up the average time for a game by implementing rules regarding how much time a pitcher has before needing to throw the next pitch.  There are equivalent rules for the batter mentioned in the article as well.
